A real example

A council tender, broken down

The Shire of Ravensthorpe's request for quotation for a trails masterplan: 19 pages across two files. FileAI listed 237 requirements. Here are some of them.

Bid / no-bid

Check a few things first

Bid if you can resource the fieldwork and engagement, arrange the insurance and accept or negotiate the purchase-order liability terms.

Prepare a Shire-wide walking, cycling and shared-use Trails Masterplan, including facilities audits, consultation, mapping, costed concepts and implementation priorities; Fitzgerald National Park is excluded. Commencement is anticipated in October 2026, with completion by May 2027. This is a fixed lump sum consultancy RFQ with seven delivery stages and a contract and purchase order as determined by the Shire.

  • Mandatory compliance requires signed forms, disclosed conflicts, stated departures, insurance capability and demonstrated capacity to deliver within the timeframe. (p. 6)
  • Public liability cover is $20 million per occurrence unless the Shire approves otherwise; required insurance must be obtainable before contract execution. (p. 6)
  • Professional indemnity cover must be at least $5 million per claim, maintained throughout delivery and for at least three years afterwards. (p. 2)
  • Engagement includes three place-based drop-ins, two stakeholder workshops, targeted interviews, interactive mapping and a survey; allow sufficient personnel and travel. (p. 10)
  • Delivery needs editable GIS data and at least four costed priority-project concepts, including walking and cycling or shared-use proposals. (p. 11)
  • The indemnity covers broad direct and indirect liabilities without a stated cap; contractor terms do not apply unless expressly agreed in writing. (p. 2)

Why not just ask ChatGPT?

ChatGPT will summarise a tender if you ask the right questions. FileAI reads every page of the pack and its addenda, lists every requirement, checks each quote against its page, and gives you the spreadsheet you bid from.

A person checks every row

FileAI is small and new. While volumes are low, I read every row of your checklist against its page before it's delivered: I fix wording, remove anything that isn't a real requirement and add anything that was missed. That's why the full checklist can take up to one business day.

If something's wrong or missing, reply to your results email and I'll fix it.

Questions

Which files can I upload?

PDFs with selectable text: the request for tender or quotation, conditions of tendering and contract, specifications, response schedules and every addendum. Up to 20 files and 150 MB, about 500 pages. Scanned pages without a text layer are skipped and flagged, because FileAI can't read scans yet.

How long does it take?

After you upload, the free preview is usually ready within 15 minutes, longer for big packs, and we email you the link. After you unlock it, a person checks every row against its page before the full checklist is delivered, usually within one business day.

Do I need an account?

No. You only give an email address so we can send you the link to your pack. Anyone with that link can open the breakdown, so only share it with people bidding with you.

Is my tender pack kept private?

Your files are stored privately and only reachable through your link. They are sent to our AI provider only to read the pages, and are never used to train AI. Ask us and we delete the pack and its files.

How do I know a row is right?

Every row quotes the words it came from and gives the page they are on, and FileAI checks each quote against the text of that page. Click the page number and the PDF opens with the sentence highlighted. Rows whose quote can't be matched are flagged for you to check.

What if it misses something?

Tell us. We fix the checklist, and if you're not happy within 14 days you get your A$79 back. If an addendum comes out, reply to your results email within 60 days and we re-run the pack at no charge.

Does it write my response?

No. It gives you the list of everything you must do, provide and hold, in the order you'll need it, with columns for your response, owner and status, ready to work through.

Which tenders does it work for?

Australian federal, state and local government tenders and quotations, from councils, agencies and government businesses, sent as PDFs. It reads any English-language pack, but the checklist is built around how Australian tenders are written.
